Force March

a tribune is enough to order a force march. but the game seems to give an error message saying that the leadership is not high enough.

this could be a easy bug fix. the current game code checks to see whether the leader is at least a marshall when ordering a force march, if it is ordered by leader below marshall, it just gives the warming message. but when in real execution, the game code checks to see if it is at least a tribune, so there is no bug in the real execution stage.

not a big deal, just some annoyance
